Keep an eye out for fixes to FOP 0.20, which is the proper way forward, but
you can get downloads from the following Apache directories (with file
names added):

Meena,
There are a couple of possible factors:

1) I am using FOP-0.18.1, because it does what I need and I had problems
with later versions.  The TOC fo tagging works the same on Fop-0.19.0 (I've
tried it).

There have been a number of problems reported with leaders in FOP-0.20,
which may be your problem; perhaps try your fo tagging on an earlier
release?  The effect that you are ssing seems to be the same as reported
for bug 4839 http://marc.theaimsgroup.com/?l=fop-dev&m=100566225728208&w=2

2) You seem to be creating a full-page-width TOC, so the
leader-length.maximum="10cm" will limit the maximum length of the leader.

Changing your tagging to remove the leader-length.maximum created the
following (on FOP-0.18.1 and FOP-0.19.0):
