relative paths setting, as discussed in a previous email Inconsistent
paths replied to by Jan Nijtmans.

However, [fossil diff] and [fossil diff -brief] do not honor relative
paths.  Once again, [fossil diff] is the odd man out, and I remain
surprised it doesn't share the reporting code with the other two
commands I mention.
