You are correct. SPDX plugin queries the fossology database to fetch
license/copyright information and generates spdx documents .

Yes,it is possible to display the full file path.
Please check line 356 in
https://github.com/spdx-tools/fossology-spdx/blob/master/src/spdx/ui/spdx_license_once.php;
and change the fileName to a new variable having the whole path.
