I have a colleague who may want to make the jump into DITA. I am old school
with unstructured FrameMaker but I know there's plenty out there but I'd
like to get recommendations from you all. I am looking for FrameMaker
plugins for 1) converting unstructured framemaker 9 files into DITA

I started using FrameMaker on a monochrome Sun 3/50 back in 1988 and loved it!
Our engineering team chose it over Interleaf (which is what the tech pubs folks
were using), because of the slightly lower cost and the fact that it was a
cleaner fit with Sun's windowing

Not necessarily FrameMaker, but obliquely related...
I just posted a little Java app that helps create alias files and redirect
files when making a merged CHM RoboHelp project. If you have tried doing this,
then you know what I mean. It's got a GUI, and it creates the content

Oh, yes, Interleaf was definitely a good product at the time.
For us, it was just:
(a) the cost was much higher ... as I recall, Interleaf did not have a
floating license concept, only fixed per-system licenses,
(b) had more features than we really needed in our Engineering team

With respect, I don't think the two problems that you listed are problems at
all if you use consistent chapter/section/topic structure. Predictable
structure is a Good Thing anyway, and even without using structured Frame it it

bullets disappearing from a PDF? They are all visible in FrameMaker, but
disappear when the PDF is generated. It does not occur with all users and only
occurs with large documents.
I learned Frame on a Unix system about that same time, Don, in North Carolina's
