I think the problem there is the crude import options on the target
side. Salesforce uses DITA internally but they don't expose that for
use by customers.

Actually, I don't think it is, at least in 2015, the current release. It's
a crippled subset of RoboHelp, sort of like the Acrobat Distiller that
ships with Frame is a subset of the full functionality of Adobe Acrobat.
Neither Frame, Flare, nor Tech Comm Suite seems to be going in the
direction
They already did. FrameMaker 12's multi-channel publishing feature is
fundamentally a FrameMaker-only version of RoboHelp.

With the latest "publishing" changes in FM2015, that's sort of what's happening

Since I am part of a shop that uses Frame but it also slowly moving towards
MadCap Flare for most of our new content, I think Adobe should merge
RoboHelp and Frame into one updated Frame in order to better combat what
MadCap is doing.
