Assuming you are running Windows 2000/XP, try putting the .joboptions in
the following folder:
C:\Documents and Settings\All Users\Documents\Adobe PDF\Settings
I think the above path is the actual path used by Distiller to locate
the settings files.

I assume you use Windows and that you print your Framemaker-book to PostScript
via an installed PostScript printer.
In Control Panel, right click the PostScript printer and choose Properties -
Device Settings. Make sure Convert Gray Text to PostScript Gray and Convert

In a book we replaced all EPS graphics with PDF replicas. Method used:
Saving all files in the book as .MIF and then doing a search for eps
and replace all occurrences of that with pdf. Then saving all MIF back
to FM again.

We had a file crash a couple of weeks ago when saving to MIF.
Turned out the problem was that it had a table of contents
