You can open a CHM file in a file compression tool such as 7zip or like
others have mentioned, download the MS HTML help workshop to open the files
up.

You could output to Word and import that in FrameMaker.
Or if you can get your hands on

I am interested in this one as well, I have an old RoboHelp project that
does not work well, and I write in Oxygen.
(Though I like FrameMaker much better.)

variety of reasons that aren't important here, I have inherited a truckload
of CHM projects done in Robohelp directly - not from Frame to RH. Is there
anyway at all, whatsoever, to reverse engineer these and get them
