Are you talking about including the literal symbol? Or are you trying
to include a forced line break as part of the action of the variable?
If you want the variable to force a line break, use the code \n

setup you have is fine, so long as it works -- it will set the page
number (and para number) counters accurately.

Rick Quatro's ChapterTOC Framescript is an ideal solution for this:

Surely, you can create "standalone TOCs" (aka miniTOCs or local TOCs) too,
but I find the ChapterTOC Framescript the only way to do this productively.
