update and then update the content from FM, some of the topics consolidate
into one large topic. This consolidation causes the subtopics of the book to
become one single ongoing topic.

graphic looks like you ripped a piece of the graphic out of the middle?
So I want a tool that leaves a jagged edge behind.

Sounds like something you'd want to do using either Photoshop or the GIMP.
You can download some Photoshop brushes from places like deviantart.com that
look like ripped paper.
Creativepro.com is also doing a weekly column called free for all
SnagIt Editor has this (may be just for borders; I haven't used it),
and you can do it with any number of Photoshop frames

what version of WebWorks you're using, whether it's Pro or Express.
Overall, if you rescan your FM files in Pro, the names of the new tags should
appear
Go into your Project Mappings and remap the renamed tags to the
correct tags in WebWorks. It doesn't matter what you name them sa long
as you remember to map them. See WWP's Help for info about paragraph
and character mapping.
