1) You can specify a Schema (XSD) or a DTD file in the structure
application definition. This has been available since FM8 (possibly
FM7.2). I've not done this in Frame, but in theory the answer to your

The bug in FM 9 & 10 occurs when the variables tab is attached to other tabs
and in a panel. You have to remove the variables from the panel and tab so it
is independent and floating.

I went to insert a cross-reference to a heading and the heading was
not in the picklist for heading 1.
After some investigation I found that there were scores if not
hundreds of index and other markers at the beginning of the target
heading. I deleted them and it showed up in the menu.
