You could use your topics as text insets and insert them into a single
document. You could still maintain the topics in a book, but the single
document would contain your topics and they would flow wherever they fit in

I'm trying to follow a pseudo-structured authoring paradigm: lots of
discrete topic files but using the unstructured FM interface. The book

in the workflow rather than make it part of a structured app.

Well, normally the layout work is a one-way thing.
Of course you could try to add another XSLT for converting the marks
back to attributes while checking in the data.
I would be interested to know what kind of solution/workflow you are
going to establish, maybe you can share this on occasion.
