but the image appears.
If I remove the border, the image appears fine. The "bring to front"
and "send to back" options on the graphics menu don't seem to help.
Any ideas what's going on here and how to fix?

The only solution I can think of is a framescript which would go and
reapply these tags everytime conditional text settings are changed - but
that seems to be a "when all you have is a hammer, everything looks like
a nail" type solution.

multiple copies of Distiller installed on the system, but I'm not sure
how I would check that (Distiller doesn't show up in Add/remove programs
on it's own).
