Something to check is whether or not the $chapnum variable is actually being
used to number your chapters. There are many different ways to set up this kind
of numbering. Frequently, older templates simply use n+ style building blocks
in the paragraph formats to achieve this kind

What does your numbering set up look like? Do you have more numbering
sequences in your files?
I've seen similar behavior when auto numbered text is in anchored text
frames, in those cases numbering sequence is not linked anymore.
Also, be sure there are no manual numbering
Which version of Frame are you using? If it's 9, is it all patched up?
