The table has custom ruling and shading overrides, which always take
precedent over the settings in the Table Designer. Select the table and
choose Table Custom Ruling and Shading. Change all of the settings to From
Table and click Apply. This should take care of the problem.

all columns and rows.

Or, if you have a "bunch of tables", you may want to use the TableCleaner
plug-in to do this "in batch" for all tables of a specific table format
(typically for tables tagged "Table" which come from Word and Excel). Works
like a charm.
