If not, I was thinking that you might try circumventing it...
Try resizing your screen caps before inserting them in FM. As a general
rule, I encourage everyone to do this. FM is not a friendly
graphics-handling program.

ITEDO makes some of the CGM filters included in FM; their website
http://www.itedo.com/E/2040.php lists a bug that was fixed in an
earlier version:

I have a client that is seeing some shifting of CGM graphics in FrameMaker
7.2. We are using a FrameScript script to globally fix the positions. The
problem is predicting when it will happen, and figuring out why it happens.

underneath the book folder.
