Snag-It is okay, but a bit too-bitmapped looking and inflexible for my
tastes. 

We developed a Photoshop action that loads a masking layer (anti-aliased
tear) that you position over an image (scale as needed), hit enter and 2 new
layers are created, you can use either one (or both by positioning the
content) and that's it. We also created some variations that do tears of
particular sections of a big screen (top left, top right, bottom left,
bottom right) and a variation that works for menus, including multiple
tears. And they all look smooth like torn paper, not jagged like a low-res
GIF.

So ... Photoshop and GIMP ... create an action or set of actions. That's the
best, most flexible solution.

If anyone really wants a copy, e-mail me. Please note that as they are PS
Actions, they will come into your installation with all of the possible
steps within the action enabled, and there are some steps that are not
desirable depending on what you are doing. You will also need to modify the
Open step to point to the correct PSD file for the mask. I am willing to
share this content, but not help out with it. This is provided as is.

I use Hypersnap for this. If you want to have the tear in the middle,
you may have to cut the graphic in two, make the torn edge on the bottom
of one and the top of the other, then put them back together.

Sounds like something you'd want to do using either Photoshop or the GIMP.
You can download some Photoshop brushes from places like deviantart.com that
look like ripped paper. 

Creativepro.com is also doing a weekly column called free for all
http://www.creativepro.com/article/free-all-something-everyone that often
features photoshop brushes. I believe they are supported in the GIMP (which
is a free, open-source tool), but I'm not certain.

I'm using SnagIt for this. You can use the feature at the time you're doing the 
capture or when you edit the image. 



It's in the Effects  Edge Effects menu, and one of the choices is Torn Edge. 
From here you can select which edge (top, bottom, left, right), the torn 
size, background color and shadow if you want that depth, etc.

 I'm using SnagIt for this. You can use the feature at the time you're doing 
 the capture or when you edit the image. 
 
 It's in the Effects  Edge Effects menu, and one of the choices is Torn Edge. 
 From here you can select which edge (top, bottom, left, right), the torn 
 size, background color and shadow if you want that depth, etc. 


Everyone seems to be missing the fact that Gillian is seeking a tool that can 
do a torn edge effect across the middle of a graphic (like you ripped a piece 
of the graphic out of the middle), not along eny of the outside edges. Just

With The Gimp, I believe the technique described here would work:
http://www.sxc.hu/blog/post/1165. Rather than deleting the second half
of the image, one could move it off to one side or to a separate layer,
I suspect, and then, when done with the first half, apply similar
edge-effect technique to the second half, and then bring/merge the
altered sides back together to the extent desired.

Sounds like something you'd want to do using either Photoshop or the GIMP.
You can download some Photoshop brushes from places like deviantart.com that
look like ripped paper. 

Creativepro.com is also doing a weekly column called "free for all"
http://www.creativepro.com/article/free-all-something-everyone that often
features photoshop brushes. I believe they are supported in the GIMP (which
is a free, open-source tool), but I'm not certain.
