FM 12 integrates the most popular features of RoboHelp, which does a
much better job of generating HTML than FrameMaker:

I’ve been using an evaluation copy of FrameMaker to test the online
capabilities.
The most capable format is the Responsive HTML5, which is comparable to the
Reverb format in Quadralay’s WebWorks ePublisher. It includes a slick skin

I installed it in a virtual machine so that nothing else will be affected.
When I tested the conversion to HTML Help briefly with the default
settings, it worked very well! Very fast. Very convenient! Seamless,

HTML export than any previous version.
That said, I haven't tried to export hundreds or thousands of pages And

Lots of discussion on the FM Adobe forums about creating responsive HTML5 &
other forms of output straight out of FM. But why wait? Just grab a
non-production machine & suck down the FM12 trial (it’s the same as the real
one) & play around with it for 30 days – remember to perform updates right
