An .exe file is not web help, and if clicking a help button in a web
application prompted me to run an .exe file I would probably assume it
was malware.

network drive, that's a Windows security thing.

If you've got a CHM, you're not generating web help. MOTW causes a
similar problem when viewing web help in MSIE.

David, you don't mention what tools or process you use to create the CHMs,
but I'll try to answer your questions:
1. As Roger mentioned, you cannot open a CHM over the web or on network
drives. It's a format for local deployment only.
