The fix was easy and did not require any other software.
In Distiller with the particular printer that I need for this job
selected, I clicked on Settings Edit PDF Settings, clicked on the
Fonts folder

I checked the settings in Distiller 9.0 and Embed all fonts is
checked. But
If you select the Press Quality (pre-press) or High Quality
(printer) job settings, the base 14 fonts should be embedded.
Also, if you're using the full install of Acrobat, be sure to run it
through the Preflight tool.
