It looks like there's a link on the page referred to in Ben's post to the NWFilmCenter's online entry form, which is free. Below that is a link that says "you can also submit via Film Freeway", which I'm guessing charges the festival a small fee for processing, and $2 is passed on to the sumbitter

Precious Images was made for the 50th anniversary of the DGA, not for the Oscars. It was then revised for their 60th anniversary in 1996. The Academy does have some prints of both versions, but is not the owner/distributor. So you could theoretically borrow a print from the Academy Film Archive
