cvsup refuse file stops portupgrade

hi there I have in my cvsup refuse file thet languages I dont know but when I try to portupgrade -a I get error about dependecies not found. example in ports/converters like 10 ports bitched for port in ports/japanese and since I dont have those ports portupgrade will fail is there any way to get

I assure you, I have just browsed the German language handbook in /usr/share/doc/~de. I have not cd /usr/doc ; make install. Some of the stuff in /usr/share/doc comes with the system, installed out of /usr/src but the majority, installed under the locale specific sub dirs comes out of
