Short comment:
The discussion was that /wall messages are related to server messages which
are important _now_ for all connected players but not at a later date. Thus
they should not be replayed.

Yes, I think that was design decision at the time cma was implemented.
CMA is clientside agent. Client sends agent data to server only at turn
change (before server makes autosave)

I missed that.
The problem was, that the window poped up each time you connect, instead of
only just once. Two example messages that can be sent:
server will be restarted at 12:00
server crashed, savegame from previous turn restored
Freeciv 2.3.1 is now available for download.
This release fixes a number of bugs in 2.3.0; notably, hordes of
barbarians should no longer immediately descend on new players as soon
as they start the tutorial scenario; also several server crashes have
