Follow-up Comment #3, bug #16305 (project freeciv): I cannot remember a specific decision regarding diplomat vs spy success rates. Tried to look around a bit but couldn't find any reference. It is a tricky business though, balancing diplomats/spies. There was a time a few years ago when they
