Follow-up Comment #1, patch #1413 (project freeciv):

For your second amendment, do you mean only one title that is not a default
or does not appear in any other nation set?

In other words: can a nation have, say, president (non-default, but already
appears in other nations) for republic and marquess (non-default, and not
other nation has this one yet) for monarchy, or is it only one of both and no
other custom ruler title whatsoever for the same nation? The first restriction
seems sensible to me, but the second one would go a bit too far.

This is what the proposed version of the policy document has to say about the
second matter:

 A nation may only introduce one new title, but is allowed to use any number
that have already been defined by other nations.

It's a bit clearer I think. As you see there are no restrictions on titles
that are already there. In the case you want to introduce more than that with
a nationset, consider adding these new titles to other nations at the same
time.

BTW, 'President' for Republic wouldn't be allowed according to the other new
policy, since that's the default title for Democracy. ;)

I don't have anything against the new policy, but I feel like I need to bring
up a related point.

I find it hard to play as, or against, nations that have unpronounceable
names all over. I understand that we want to keep a certain amount of
historical accuracy, and I'm all for that, but when a leader title is not
much more than a translation of 'president' into the native tongue (which
tends to be pretty exotic, with names that have 5+ consecutive consonants and
the like) I have a very hard time saying that in my head, and therefore
remembering that name, whether its the name of a city, leader, or title. Its
nice to be able to know what government a nation is in by the title, but I
don't know that when the title is extremely esoteric and unpronounceable. I
can't keep track of which city is which if I can't even begin to pronounce
the word in my head, most of the time I remember my own cities by some
combination of letters rather than the name because the name makes no sense
to me.

Follow-up Comment #4:

The attached patch adds wrapper functions for fopen(), gzopen(), opendir(),
remove() and stat() and changes the already existing make_dir() wrapper
function to convert the given file/directory names from Freeciv internal
encoding (UTF-8) to system local encoding (e.g. CP1250) on Windows.

I've also applied the patch to the 2.2.0-beta3 Windows installer packages
that are available for download now.

This bug happened because Freeciv used normal corruption for
notradesize/fulltradesize. Improvements that reduce corruption (Courthouse
and Palace) worked against notradesize/fulltradesize.

I played a game with notradesize=2, fulltradesize=4. Some capital city lost
its only trade point to corruption, but some other capital city had trade
surplus, when all capital cities were size 1 or size 2. Later, I noticed that
AI built Courthouse in many cities. Courthouse increased trade in size 2 and
size 3 cities, including if government was Democracy.

The patch might fix notradesize but not fulltradesize. After I update
Freeciv, I might want to check if Courthouse can still increase trade in
cities between notradesize and fulltradesize; if so, then I might open
another bug.
