There's another issue i'm seeing with this release that i can't quite suss out. The governor now makes worse choices about what terrain to work than it did in the 2.2 series. It seems to ignore terrain specials, for instance when set 'Max Production' it works a plain ocean tile before it works a tile with Whales. I did look at the diff between 2.2 and 2.3 and there are no changes of the algorithm, only changes do to the update of the logging and assert code ...
