If that's the goal, Force_Content might be more appropriate (it can work
against unhappiness caused by aggressive units)

That is the goal, but in my tests, the martial law did not work against
unhappiness caused by aggressive units, either.

The only difference I found between make_content and martial law was the
effect of nationality, but it is not enabled in this ruleset.

Follow-up Comment #3, bug #23300 (project freeciv):

Patch for S2_5 and S2_6.
Replace martial law effect by 3 extra content citizens in each city (in
practice, same than martial law but without the need of garrison units).
Switched civil war chance between Tribal and Despotism.

Updated government description and readme. From now on, I'll add jtn to the
mail list when my patches change the help texts, in case he wants to revise
them.

I'm testing to replace the extra martial law by 3 extra contents in every city
(same effect than standard martial law but without the need to keep military
units in the city).
I'll create the patch later.

You are right.
This contradiction was caused by this patch #5763, that I made thinking of
balance more than context.

When I tested the old Tribal government without martial law, it was hard to
keep citizens happy, and I did not find it worth to use it compared to
Despotism.

I'd like that keeping citizens content was easier under Tribal than Despotism
(both for balance and context reasons), but maybe the martial law was not a
good choice.

My original idea when Tribal was created was to represent a more nomadic
culture, with increased movement rates, but it was proved a bad choice because
it encouraged early rush attacks.
I tried to reconvert it to an effective defense against such early attacks,
thanks to the veterancy bonus and the extra martial law, but I'm not sure that
it really fits the tribal lore.

I'd like to see players changing to Tribal when they are being attacked soon
in game, or when they find troubles to keep citizens content under Despotism.

I'm open to suggestions here. Maybe we could try to replace the martial law,
by an increased City_Unhappy_Size (some content citizens for free).

Details:

The help says about Tribal government:
Your control over your citizens is maintained largely by spiritual counsel.

and Despotism:
Your control over your citizens is maintained largely by martial law.

These would indicate that keeping peace by force (martial law) was a thing for
Despotism more than Tribal.

Yet, tribal help says also:
Compared to Despotism, a Tribal economy is more shield-oriented. Its bonuses
to veterancy and strong martial law can be an advantage in wartime.
