Follow-up Comment #2, patch #6119 (project freeciv): The typical use for diplrels are action enablers, and you can add separate action enablers for each diplrel, so I think we should stick with clear definition of requiring exactly the given state. Otherwise we have number of unclear situations

Follow-up Comment #1, patch #6119 (project freeciv): Bug #21470 talks about a similar principle applied to requirement ranges. There I concluded that wider ranges should include smaller ones. The most relevant argument is probably the one that it's not always possible to specify disjunctive
