This screen is a mess!
_Ready and Not _ready are hard to change to something else,
so _Ruleset *has* to change.
_Observe (used on multiple screens) is also hard to change to
something else.
Pick _Nation is also hard to change to

Turns out that tab/dialog windows use standard parts for Cancel/Close
called GTK_STOCK_CANCEL and GTK_RESPONSE_CANCEL, and somehow this
automatically binds the escape key to the window. So, this proposal
cannot be done. Sorry.
