Follow-up Comment #2, bug #17767 (project freeciv): The underlying problem of your first concern is that tile_virtual_new fails to set S_RESOURCE_VALID, so autosettler effectively thinks that anything it does to a tile will kill its resources. Patch https://gna.org/patch/?2866 corrects this prob
