It's not possible to tell from the help what the unlocking
tech for a tech is.
This is now patch #4428, and I don't consider it part of the actual bugs this
ticket is about (not making it dependency of this - especially not an 2.5
blocker)

patch #2381; I'm thus setting a release goal of 2.4.0

- Cannot give upper level techs in editor. This may not be a bug (editor
disallows other setups that are impossible to reach in game) but it would be
