From the gtk+-2.24.21 NEWS, the suspicios bugfix is
https://bugzilla.gnome.org/show_bug.cgi?id=695636 . It touches windows
specific code, and has been reported to cause rendering problems for some
users. One attached screenshot shows problem very similar to ours.

I'll try to do crosser build with that commit reverted.

 freeciv theme stylesheet.

Err... you can't deduct that from the fact that a theme that seem to have no
background image set at all has no problems. It's still gtk-bug even if you
can avoid it by not using the buggy (theming) feature.

Here is a screenshot from the same client in comment #9: using the
clearlooks-phenix theme.

There is no bug. Hence this is not a gtk2 bug but is merely an error in the
freeciv theme stylesheet.

Follow-up Comment #15, bug #21475 (project freeciv):

I had a look at various other themes. The freeciv theme is a version of an
antique gtk2 theme called Candido. This seems to have become the Murrine theme
in later years. But it seems all development on these themes stopped a few
years ago.

All the versions of Candido and Murrine I have tested also seem to have this
bug. 

Two more examples freeciv-using-gtk2.24.24-in-Candido-DarkOrange.PNG

and freeciv-using-gtk2.24.24-in.pluto-gtk.PNG 

All the themes not based on the old Candido seem to work normally.
