I think you have to be involved in programming to have heard
of a PE file. Wikopedia is good but some of the computer
jargon is alien to me not being a programmer. I'd have
to look up a lot of words that you take for granted.

No, the extension is .EXE, same as all others. DOS uses what is called
MZ while OS/2 1.x and Win 3.x used NE. OS/2 2.x

it seems to be a decoder file used by windows to tell it
how to use a DLL file. How do you know if a file is a PE
