I tested ctmouse21b.zip in new Bochs 2.3.6 and it doesn't show this bug
using `BIOS-bochs-latest'. It logs "wheel mouse mode request rejected"

uses BIOS to access PS/2 mouse, version 2.x uses direct hardware access.
Both version are suposed to be identical in all other matters.

Mouse Systems means "no detectable mouse but at least there
is a serial port" ;-). You should try ctmouse /Y to avoid that.
