Hello,

I think you've got enough answers, just one more to clarify things.

Windows98 as a pack will install MS-DOS 7.10, on top of which will
Windows 4.10 run.

If for the contrary your question is wether Windows 4.X will run on
top of FreeDOS, the answer is that I don't think so, or at least
you'll have problems when trying to run DOS applications and switch
tasks, because the DOS extender on which Windows 4.X is based
announces itself to start running, but FreeDOS does not react the same
way MS-DOS does, and does not prepare itself for such a multitasking
environment.

For about a decade every one of my machines has had at least one version 
of DOS and Win9X on a C: FAT16 primary.  On some systems I have had 
multiples of each OS.  It is easy with a real boot manager.  For years I 
used System Commander.  When that started giving me trouble with OS/2 on 
some hardware I went to Acronis OS Selector.

Windows doesn't delete anything, it just rewrites the boot record.

But... just maybe... it could work.

The reason is that Win98 replaces ALL the former OS, so it *could* work 
and in then FreeDOS would be removed.

This can be usefull if you just need something to boot from and start 
the CD...

while i could not test by my self i think you can't do this because
freedos does not support
all dos interruptions(http://en.wikipedia.org/wiki/Interrupt) also
afaik windows uses some undocumented interruptions...
