2. use cisco av-pairs to assign vrf (for MPLS vpn)

when it tries searching, it's not working correctly.

My build machine is : intel debian 3.1 and montavista cross-compiler
Options are :
./configure --prefix=/root/local
CC=/opt/mvl4/pro/devkit/ppc/7xx/bin/ppc_7xx-gcc --host=ppc
