I hoped there was a solution to this but evidently it's not possible.
The only way is to disable the chap on the client-side.

I had the same problem recently. I worked around by invoking radiusd
from a script which does the fork
with -s -f options
radiusd -s -f
It will not run multi-threaded which might be a problem for some, but
it works for me.
