The site you are showing is not a position for a chip. There are no pads there to which balls could be soldered; just vias (holes in the board). The pattern of vias indicates to me that there is a chip in that position on the other side of the board. Flip it over and see. If so, then nothing is missing, and nothing additional was meant to go there. The gigabit Ethernet chip was meant to go in that spot. The board with have either the larger 10/100/1000 chip (and its heat sink) or the smaller 10/100 chip.
