The site you are showing is not a position for a chip. There are no
pads there to which balls could be soldered; just vias (holes in the
board). The pattern of vias indicates to me that there is a chip in
that position on the other side of the board. Flip it over and see.
If so, then nothing is missing, and nothing additional was meant to go
there.
