can bootstrap gcc without fixing that PR, it causes considerable problems

The configuration test can be replaced with some configure / makefile
hackery, but this doesn't help:
he compilation of libstdc++-v3 also depends on the header file:
/bin/sh ../libtool --tag CXX --mode=co

Actually, I see now that the patch for PR40011 was all right at the time,
it was the patch for PR39626 which introduced PR42812.

bootstrapped & regtested without --enable-build-with-cxx bootstrap on
