Does /var/lib/init.d/started/dhcp exist after you attempt to stop the dhcp daemon? If so you might try /etc/init/dhcp zap to clean it up. You could also remove the file by hand as root but I'm directed in a recent bug report on this problem but regarding MythTV that using zap is more appropriate.
