GeoServer is supposed to be on 2.14 now, and depending on GWC 1.14. GWC hasn't updated its version on master to match this yet. We had a bit of a process change with the latest beta (branching on the beta rather than the RC), and it appears this got left behind. I believe Kevin is fixing that
