Such access would allow me to not bother core maintainers unduly with merge
requests for this community modul

Turns out geoserver-cite-tools contains a submodule that is referencing a
commit which no longer exists.
Could I get commit access to geoserver-cite-tools so I can update this
submodule to something functional?

So Ian you basically have to sign up as a developer on codehaus. It's all
outlined here.
