While you could vectorise the data on the server, its far from clear what you are trying to achieve here. If you've gone from "vector tiles are efficient" to "use vector tiles for netcdf-derived coverages", then I think that is unfortunate, and you really need to express what you are trying to express in your system. I'm far from familiar with your use case, but I'm not following how this is going to work. What kind of JSON representation are you expecting from a netcdf coverage? What are you really trying to do here? That is, what is the purpose (functional use / business need) of the vector tiles?
