Thanks everyone for help. I found and solved the problem. It was Tom's suggestion to look at trailing slashes. In my httpd.conf virtual host section I included a trailing slash on the URL. Dropping the slash solved the problem. For some reason with WMS it wasn't a problem but GeoWebCache didn't

My configuration uses Apache as a proxy for geoserver on Tomcat. It works like expected for WMS. Now I'm trying to add in a TMS server, manly to simplify letting others access my tiles. But I'm getting a resource not found when trying to access TMS tiles. On localhost it works fine. Any
