This is an important issue. But it has to be addressed in GEGL as we
will soon start to use the GEGL scaling routines. Definitely an
important task to put on the tasks list for GEGL.

IIRC Sven informed that this issue would be easier to address with GEGL, 
so I don't know if proposing this fix before GEGL is appropriate. Anyway 
I'd like to point that it's a need for people who work with graphics for 
the web.

Actually I got the impression that it had changed, and now
box-filtering was used, which does account for all input pixels.
OTOH, Lanczos currently produces poor results. Geert Jordaans (sp?)
was working on improving this.
