In my case it was all my own fault. I'm using file-apng 3rd party plugin and 
had to modify about a dozen of other plugins and scripts that call for
standard png 
load/save procedure. Openraster is one of them. When I installed latest
version of GIMP 
back then, my modified openraster got somehow moved to other location. I was
unaware 
of that and overlooked error messages gimp was issuing.
Almost right after I posted question here I looked it up and found out that
openraster plugin
in my plugins folder was not modified. 
I was thinking of updating the status to 'resolved' but apparently forgot to
do so. 
My apologies.

In your case I would probably try installing application from the official
GIMP download page.

Any parametric brush can be scaled down to 1 pixel in Brush tool option box
and will give you 1x1 dot with pencil (or 1 pixel wide line). Just make sure
the brush you've chosen for pencil drawing isn't animated or non-parametric.

I've tried via editing the preferences but can't set Ctrl+mousewheel up for
zoomin in...

1.Usually it comes as default setting in many applications, not just GIMP. 
If you don't have/care_about other shortcuts you've already set, reset
keyboard shortcuts to default values in PreferencesInterface;
2.Otherwise, assign Ctrl+mousewheel event to zooming in and out action
in Prefences*Input ControllersMain Mouse Wheel*
Make sure it's added to Active Controllers. 2x click on it to brows Events.
Edit.

Assuming you have Resynthesizer + Heal Selection plugin installed (if not,
find it in Plugin Registry), 
use the latter (FiltersEnhanceHeal Selection). You can see the difference

Heal Selection beats Resynthesize, Clone Tool and Healing Tool at removing
even much

GIMP does not stand out as the only graphic editor that does it. Krita, 
 Blender, Synfig, Inkscape, MyPaint - 

Nope. Krita and MyPaint don't do that. 

MyPaint has a Preferences setting that configures default file format 
for saving. Krita just saves to whatever you choose and doesn't warn 
about possible loss of data. And if you talk to Krita developers, 
they'll tell you it's their design choice. 

It's true. Correction accepted, although I was speaking conceptually and
Krita 
does offer its own file extension as a fisrt choice default, configurability
aside. 
And if or when the acceptance and recognition of those applications across
the 
globe hits certain level, there is no guarantee they won't change that. 
The likelyhood of that happening in near future is minute but things change, 
so does ego (in a good sense) of their creators. GIMP continues to get this 
recognition now on both pro and amatuer levels. The rest may just follow the
case.

times with different
filenames/extensions

different file extension.
3. *[filename] (imp'd-exp'd as filename.ext) - for changes
4.[filename] (overwritten) - within image's current session only
and so on...

close them without clicking the confirming dialog, it will save so much
working time. Thank you~

Use keyboard shortcuts for closing xcf's - Ctrl+W (or click to close) then
Alt+W. Really takes just fraction of a second.
It has always eluded me trying to understand why so many users didn't take
Save/Export changes well. 
If they simply hate a new dialogue popping up their way, they must have
forgotten how irritating it was
in 2.4-2.6 to deal with modal dialogues asking you if you want to flatten
image (with more than 1 layer)
when saving it in file formats other than xcf. 
How about error message dialogues popping up in bunches, and then you had to
close them one by one?
Oh, boy...Thank gods, no, thank developers, we don't have to deal with all
that now!

Saving your png image w/transparency as jpg flattens your image (that's what
Gmail does too)  - removes
alpha channel and fills transparency with background color (which is white
by default). This is why you see
completely white image. Hit the x key on your keyboard (it will swap
background and foreground colors)
before saving it as jpg in GIMP.

[Gimp-user] problem with openraster plugin in GIMP 2.8.2

GIMP creates a file with .ora extension, but it's, obviously, corrupted -
MyPaint, Krita and GIMP itself 
won't recognize it as such ('unknown file extension' kind of error
messages). 
GIMP 2.8.2, Windows-64bit here. 
My old ORA files created with MyPaint and Krita or 2.6/2.8.0 versions of
GIMP load without problem. 
Plugin itself can be ruled out as a culprit, for I have swapped it around.
Is anybody else having the same problem or is it just me? 
Windows, Linux users? Mac OS? GIMP 2.8.2 version only. 
Any feedback in this regard will be much appreciated.

Select Color picker tool and in Tool Options dockable dialogue toggle
Set_foreground_color instead of Pick_only. Now when you use eyedropper from
Change_Foreground_Color dialog window it will change foreground color to the
one you picked. This will help you restore your workflow til the bug is
fixed.

If you are referring to single-window vs multiple-window mode, you can
change it by toggling Single-Window mode in Menu/Windows.

Got it figured out. 
In Windows regedit added new key 'edit with GIMP' in
HKEY_CLASSES_ROOT\*\shell\ and modified the command from default to GIMP's
full path. Pretty easy.
