Agreed -- I've struggled to understand why e.g. Brightness/Contrast, 
which has no tool options anyway, opens a "tool options" mode in the 
tool box just so one can repeat it by clicking on the canvas. Doesn't 
seem useful, and is obviously confusing to new users. Perhaps it should 
follow the settings in prefs -> Interface -> Toolbox -> Tools Configuration.

It sounds like your ALT key is stuck down ..that would have that effect.
Try hitting the ALT key a few times and then also the ALT GR key (on right
side of the spacebar).

If you can upgrade, do so. Buy more memory if necessary.

If not... see if you can open other files with other gnome programs such
as gedit.  Most likely causes -
. your hard drive is failing
. there's a network file system mount that isn't responding
. gimp has arthritis. Massage some celadrin, glucosamin sulphate and
some IP6 onto the soles of its feet. :-)
. run gimp under strace or under gdb and see what it's waiting for. This
generally requires some technical systems knowledge to interpret the
output.
. be *much* more specific about "it goes into a brown study". Is the
study carpeted? Are there leather-bound books? Does the file chooser
window appear or not? If it appears what does it look like? Are we to
read your mind? Does it make a difference what colour socks you are
wearing? Was your system previously on a network? Are any file systems
full or nearly full? Are you running any other programs or services?

It's pretty hard to support software this old (it was released in 2004),
and you must be prepared to give a LOT of information.

GIMP 2.2 is ancient history. GIMP 2.4.x, GIMP 2.6.x and GIMP 2.8.x
were released since then (and the GIMP project was criticised for having
a long release schedule). I don't think it's still supported and I would
imagine your Fedora version to be very old too.

You really should upgrade, because you are risking much graver problems
than GIMP getting stuck in the file dialogue (among them getting a huge
security risk exploited and your system compromised). See:
