Hmm, never thought about this before. I suggest you copying your
selection to a new transparent layer and then use the transform tools
(double click on the button to choose the right one - perspective...) on
the whole lay

ooops RESIZING, not MOVING.. of course alt won't help. OTOH you can
easily modify your selection in a lot of ways, or you can just enlarge it

Well. If you are wanting to resize the selection (the border thing) and
not the contents inside, you can use /Select/Shrink... and Grow...
but that only makes a selection bigger or smaller, from all sides. AFAIK,
there's not a way to simply "drag and resize" your selection, like you can
with
