There already is such a preference. It is the very first preference on the first tab. Most reports (certainly annual ones) default to 'beginning of accounting period' and 'end of accounting period'. The OP's issue is that preference by default is 'beginning/end of *this* year, and we're

No, if you set the period in Preferences, it remembers it. Do a test and set specific odd dates here and run an annual-style report before and after doing so. If you change a report's Options to something other than "beginning/end of this period" which is usually the default for most reports,
