Last evening, a local businessman had just shared with us very enthusiastically about the potential of that new-found craze called 'medical tourism'. Obviously, the wonky conversion rate between the rupee and foreign currencies can be leveraged to earn substantially, if you know how to play your cards. He compared how much an extraction of a tooth costs in the UK, and outlined how a hotel property could be converted into a place with medical facilities for those desiring it. Maybe an hour later, my friend and ex-journalist colleague from Miramar, Elston Soares, who leaves back for Singapore (where he's based) tonight, narrated how his mum, three-year-old and he himself were down with gastro -- even while the newspapers were playing down the situation, and making it seem as if only a few people were affected. He narrated his tale of woe, as he struggled with Goa's hopelessly inadequately medical system. And we're talking about private hospitals here... forget about the Goa Medical College! In between, we had also exchanged opinions on how doctors sometimes turned into businessmen once they set up their own capital-intensive hospitals, and how sometimes frightened patients into doing tests, procedures and operations they probably never needed in the first place. Elston has promised to put down his travails on paper, once he gets back to his base. Let's hope he does... one can only emphatise with him, when a ten-day holiday home turns into a series of extended stays in hospitals! Another e-friend, Nand Wadhwani, managed to make it from Cavelossim to Saligao yesterday morning... after catching as many as nine buses. It was my mistake to assume that he wouldn't risk Goa's notorious public transportation system, plagued as it is with both inefficiencies compounded by a lack of information. Nand, who is based in Costa Rica, had a story to tell of how he had to change nine buses to get across the distance of approx 60 kms or less! This included some 'wrong' buses, since there are hardly any maps or guidance needed in a tourist-oriented state to guide you to your destination! It's so badly broken, he said, referring to the public transport system. The emphasis was on the word *broken*. For someone who has a background in IT, Nand described the situation quite well. I couldn't help agreeing. Most of Goa's middle-classes (and this includes journalists) have simply seceeded from the problems this system faces. They mostly travel on their own vehicles, whether two or four-wheelers, and simply forget this side of 'the best state in the country'. Just thought of sharing some pictures from the 'other side' of glamorous Goa. Some of our Goan-Canucks, Mervyn Lobo and Bosco D'Mello, love this guy because they think he's a real journalist. I think he's a patronizing and sanctimonious propagandist myself. Bosco has an interesting theory. Apparently one can vilify America, demonize its leaders, hurl ad hominem insults at them, attack its core values, insult its entire electorate, and yet, be somehow pro-American. Wow! I think President Bush answered this one in his speech on 9/14/2001 when he said, You are either with us, or you are with the terrorists. Sorry, Bosco, that's how 52% of us feel, at least on this one issue, right from the top, take it or leave it. Many of the remaining 48% feel the same as well, but think they have a better plan on what to do. You can fulminate all you like from the safety of the UK or Canada, both probably one mis-step from having their own versions of 9/11, but you cannot have it both ways, not after 9/11, not if you're American, Brit, Canadian or anyone else. That does not mean you cannot say what you like as loudly as you like as often as you like. You may not even be anti-American. You just cannot be considered pro-American. See, Cornel? Goa Children's Art to Aid Tsunami Survivors Students Aged 5-14 Invited To Participate, Paintings Will Be Shown in New York PORVORIM, Jan. 25: Schoolchildren from Goa who were deeply moved by the recent tsunami disaster are invited to join a painting session to be held at the Bal Bhavan, Panaji, from 10 a.m. to 12 noon on Sunday, January 30. A similar session was held at the Dona Leonor Rangel-Ribeiro High School, ACDIL, Alto Porvorim, on January 23. The painting sessions are being sponsored by SARAR International, a nonprofit organization based in New York; SARAR is planning to exhibit a selection of children's drawings from Goa, to help raise funds for the relief and rehabilitation effort. Dr. Lyra Srinivasan, the founder of SARAR International who is currently on a brief visit to our state, believes that the children of Goa could make an invaluable contribution to this humanitarian effort through their drawings of different aspects of the tragedy. Parents who would like their children to be involved are asked to bring them to Bal Bhavan well before 10 a.m. on Sunday, January 30. Participants should be between 5 and 14 years old; parents and art teachers will be permitted to provide advice and encouragement. Children who show up will be provided with paper but should bring their own drawing materials including paints and brushes. Children who turn in completed paintings will sign them, and will be awarded a colourful certificate of participation. All the paintings will be taken back to New York where a panel of artists will choose the best to be displayed at the exhibit. Dr. Srinivasan, a native of Porvorim now settled in the United States, has had a long association with social causes in Goa and other parts of the world, working in close partnership with her sisters, the late Dr. Camila da Costa of Porvorim, and the late Leonor Rangel-Ribeiro of Miramar, founder of ACDIL. On an earlier ocassion too on 21.10.2004 on the eve of Dusserha he had threatened to enter the island and conduct religious rites at an ancient temple believed to be on the Island but this move was averted due to the timely intervention of the District Magistrate Karwar and the Navy It may be noted that until 1987 the Island was in the revenue taluka of Canacona Goa and the only Feasts celebrated by the people of Goa and attended by the people of Binaga and Karwar were the above Feast and the Feast of St Francis de Assisi on 4th October. Therefore the attempts of the VHP to disrupt the festivities is uncalled for and needs to be put on check. It may be recalled that the BJP led Goa Government had donated Rs 25,000 to the repairs of this Church and also ensured the smooth conduct of the Feasts in the past years. Therefore the devoutees feel that the State machinery both in Karnataka Goa and the Defence Ministry and Home Ministry Govt of Goa should take all necessary steps to ensure the smooth conduct of the customary Feast and ensure the safety of all those visiting from Goa. The sacred Constitution of India provides for a secular democratic society and therefore any attempts to create a law and order situation should be nipped in the bud. The people of Goa who have maintained a tolerance towards all communities will not be cowed down by such threats . This year they have promised to attend in large numbers as they are delighted that the Sea Bird authorities at its own cost have now (18th May, 2004 repaired the Church and restored it to its pristine glory to the satisfaction of all. He said the airline is holding talks with institutions to raise additional capital for the over Rs 20 crore (Rs 200 million) it plans to invest in the operations. Lobo said Air One would be targeting the full fare paying business commuters and offer reduced rates under 'visiting friends and relatives' fare category, aimed at individuals. Air One plans to sell a majority of its tickets, paid in advance by passengers on the Internet, replicating the success of India's first budget airline Air Deccan, which does not offer credit even to its travel agents. Lobo said Air One will begin with one leased aircraft and by the year-end plans to fly five Embraer jets in the country. We are not competing with any one. Because of the realities of Cold War geopolitics the US has dealt with several right wing dictatorships over the years because of the the enemy of my enemy is my friend kind of theory. The Cold War is now officially over, and President Bush is going to up the ante with our friends as well. Egypt and Saudi Arabia and Pakistan are prime examples. That being said, this is a long-term policy, no one is going to go nuts overnight, common sense priorities will prevail, force will continue to be the last option, we are not going to destabilize a Musharraf if the alternative worse, like some al Qaeda jihadi who believes as Abu Musab al Zarqawi does that democracy is evil. How would that make any sense? Freedom and democracy in Iraq and Afghanistan will soon speak for itself, in a region that has never experienced such exhiliration. Why do you think the jihadis are committing suicide and fighting to the death? They can't stand the thought that they will no longer be able to brutalize people at will. If Iran wants a home grown internal revolution against the brutal repression of the Mullahs, so much the better. The US hopes that there are more countries that feel that way. Saves us the trouble and the expense. In Kuwait we kicked Iraq out, then went home. In Germany and Japan we had to rebuild what we had broken. Now they are our friends and allies. No one of goodwill who believes that people deserve to live free has anything to worry about. If you believe otherwise, you should be very concerned.

Saldanha noted, It was the mandate of the people that the River Princess must go and we have worked in that direction. CrossChem had been awarded the contract and is required to remove the stranded vessel within 110 days staring 24 January. The main clause of the contract is that the ship must go and it has to be floated and taken. The contract is on a 'no cure, no pay' basis, Saldanha said. CrossChem has deposited a sum of Rs.1 crore as a bank guarantee and would stand to lose the same if they failed to complete the task. The petition prayed for a stay on the removal of the vessel in the wake of the Gomantak Times reported dated 19 January. It termed the government decision as malafide, a well-guarded secret and lacking in transparency. I would like to thank Thalmann Pereira for posting the article on the above subject. The author of the article, K K Ragesh, has cogently argued the pitfalls of the proposed legislation. It seems to me that the organisation that Ragesh represents, namely the Students Federation of India, is well headed. The problem has been compounded by a recent ruling of the Supreme Court that a minority institution should have minimum 50% of its students from the community other than the one the management represents. Under the circumstances, the institution is not really obliged to take even a single member of the minority community. In fact, it can admit only Hindus and still maintain the Supreme Court ruling. The ruling came when the BJP-led NDA government was in power, and the government pleaders argued in favour of what the Supreme Court finally decided. I wonder if there was a sinister programme of the BJP to dilute the benefits of these institutes to the people who are really deserving, and so take forward their communal agenda. I also wonder why the managements of the minority institutions did not vociferously argue that the the obligation should actually be that minimum 50% of the students should be from the minority community that runs the institute.
